Appointed Commander-in-Chief of RAF Bomber Command in 1942, Arthur Harris inherited a strategy of 'area bombing' approved by Churchill's War Cabinet. Its goal was to destroy German morale and industry by targeting entire cities. Harris became its most forceful advocate, believing it was the only way to win the war and avenge attacks like the Blitz.
